Woodbury to Exe Estuary Trail - Cycle Route

Report of the Head of Planning, Transportation and Environment

Please note that the following recommendation is subject to consideration and determination by the Committee before taking effect.

Recommendation: It is recommended that the report be noted.

1. Introduction

At the last meeting of this Committee on 20 June 2014, report no. PTE/14/45 sought approval for a proposed scheme to provide an on-road cycle link from Woodbury to the Exe Estuary Trail at Ebford. The proposals included the upgrading of signing and road surface markings in Globe Hill to reinforce the proposed extended speed limit and to warn drivers of the likelihood of cyclists crossing.

It was resolved (Minute *27 refers):

(a) that a site visit be arranged to allow Members to review suggested improvements at Globe Hill;

(b) that approval of the scheme be taken under delegated powers in consultation with the Chairman, Vice Chairman and local County Councillor following the site visit.

2. Site Visit

The site meeting was held on the 11 August 2014, and at that meeting it was agreed that options would be investigated for improving visibility on the north-western corner of the junction, and also for the provision of a 'give way' sign on the Oakhayes Road approach.

Subsequent to the meeting, it was also agreed that further investigations would be undertaken regarding the possibility of increasing the thickness of the proposed rumble strips. The design investigations highlighted the potential noise implications of thicker rumble strips and also the possible hazards for riders of two wheeled vehicles, particularly cyclists.

3. Action Agreed Under Delegated Powers

In view of the above, the following course of action was agreed by the Chairman, Vice Chairman and local County Councillor:

a) the rumble strips would be laid to the profile and thickness recommended under DCC policy (6mm flat);

b) following the completion of the works, additional speed checks will be undertaken and if these justify further action to reduce vehicle speeds in Globe Hill, then possible additional measures to address this issue will be considered.
